On Wednesday 23 April, the Foundation for Law, Justice and Society, in association with the Centre for Socio-Legal Studies, Oxford University, will host a Keynote Lecture by Professor Douglas Besharov entitled:
‘Taxing Away Poverty:
The Promise and Perils of the Contemporary Welfare State’
In the wake of Chancellor Alistair Darling’s first budget, intended, we are told, to provide help for pensioners and poorer families with children, the issue of taxation and welfare will be tackled by an international panel of leading academics, economists, and fiscal and public policy experts, convened by the Foundation in a two-day workshop on 24-25 April.
These experts will take up the issues raised in Professor Besharov’s opening address to discuss the principles of fair taxation policy, examining, among other issues, inheritance tax, corporate responsibility and taxation, and recent measures to use the tax system as a policy tool for creating incentives to work.

Douglas Besharov
Douglas J. Besharov is a professor at the University of Maryland School of Public Policy and the Joseph J. and Violet Jacobs Scholar in Social Welfare Studies at the American Enterprise Institute for Public Policy Research in Washington, DC.
Between 1975 and 1979, he was the first director of the US National Center on Child Abuse and Neglect. He is currently president of the Association for Public Policy Analysis and Management (APPAM). He has written several books and has contributed articles to The Washington Post and The Wall Street Journal.
